Shipped under this epic 2026-08-22: MSG-319 aros_pm on /register+/unread (done), MSG-305 guide announce-only push (done, was inert until LLMMSG_GUIDE_PUSH_DISABLED flipped 1->0 in the unit), hub /lock /unlock /locks primitive live 2.46.0, guide v4.25 rule 35 (kind is never a routing gate). Elazar ruling: PM gets kind=blocked only; no git branches fleet-wide. Track 2 (PM-off-by-default protocol) and the MSG-311 coach rule are the open remainder.

Shipped under this epic 2026-08-22: MSG-319 aros_pm on /register+/unread (done); MSG-305 guide announce-only push (done - was inert until LLMMSG_GUIDE_PUSH_DISABLED flipped 1->0 in the unit, 178-char push vs 12274 baseline); hub /lock /unlock /locks primitive live 2.46.0; guide v4.25 rule 35 (kind is sender-declared, never a routing gate). Elazar ruling: PM gets kind=blocked only, and NO git branches fleet-wide - so track 3's branch half is dead, the lock primitive is the whole of it. Open remainder: track 2 (PM-off-by-default protocol, MSG-312) and the MSG-311 coach rule text.
