Track 3a. Replaces mba-l WRITE LOCK handshake (912+120 msgs/30d, 5-10 recipients per lock). Lock is advisory, TTL-expiring, conflict returns 409 with holder. Announce: a single origin_aro-stamped line to the room (fanout-exempt, like host-status) not per-member DMs.

Shipped hub 2.46.0 (hub.mjs 4893b000.., shim 9c9fb4de..). Prod matrix: acquire 200, contended 409 w/ holder, non-holder unlock 409, holder unlock 200; room lines fanout=1 on state change only. MCP lock/unlock/locks tools land per session at next shim restart (unexercised end-to-end until then).
