Fleet 2026-07-03: drop binary caches of live-SSOT. Venus has NO freshness gate/consumer -> clean go-forward drop IF db PII ground-truth confirms lookupOptions-only (dump in flight). Atomic single commit. Solo/coder push lane. Dispatch held until PII dump returns (determines scrub-vs-clean).
