Delete aro:infra-coders

Elazar ordered aro:infra-coders deleted outright. Dormant, whey-only membership, workstream OBE - every systemd finding it tracked is already gone from whey. bin-whey-cc is its PM and declined to disband it itself because hub ARO lifecycle is the coding lane's. Same block as the parent: POST /aro_retire refuses any caller but elazar-the-user-human-llmmsg-srv (hub.mjs:10026). Recovery record, since retire purges membership and action=remove restores nothing - PM bin-whey-cc, members bin-whey-ca, bin-whey-cc, elazar-the-user-human-llmmsg-srv, nw-whey-ca; 1045 messages lifetime, last 2026-09-20 08:39:32 UTC, which was itself the hub's own PM-reassignment DM into the dead room (the instance that prompted MSG-417).
