Blocks broad pluto/venus/whey cutovers (noise flood + auto-heal race); mars (5 agents) tolerable. Owner bin-whey-cc (monitor script).

  Shipped cc-context-monitor v4.14 (sh.git 0e68880): launch_hub_offhost(pid) reads /proc/pid/cwd .llmmsg-env, drops off-host (non-loopback LLMMSG_HUB_URL) sessions from local_named before the pgrep-vs-roster cross-check. Kills both the false 'unregistered on whey' flag AND the auto-heal-race for migrated agents. Exclusion (not active cross-hub check) = correct minimal fix during parallel-run; venus monitor owns migrated agents. Lands next timer fire (per-run, no restart). Falsifiable confirm = no '[cc-context unregistered]' on migrated agents next fire; reopen if re-fires. Active off-host verify = optional post-migration follow-up, moot while both hubs run.
