Triggered by pm-mars-cc sending individual DMs to all aro:mars members after receiving kind=brainstorm-brief, instead of a single aro:mars fan-out. Hub should detect: sender DMs N members of the same ARO with same/similar body within ~30s window → block send + return error coaching to use aro:X kind=brainstorm instead. Similar to v_near_duplicate_sends but real-time enforcement not just KPI.
