  was: Current mirrored UPGRADE is empty; ASI CHANGELOG is static 1.0.0 and README claims Next.js 15. Document first install in README and per-version date, resolved tickets, functionality, DB/config/backup/rollback steps or explicit none in UPGRADE/CHANGELOG. Make the mirror copy reviewed versioned files, not placeholders. Done when the three files match the candidate and ASI can follow the handoff without internal Git history.

README covers first implementation; UPGRADE gives exact version-specific installation, DB/config/backup/rollback and verification steps for the named operator; CHANGELOG lists functionality and resolved BWI IDs. Keep these synchronized with the tagged tree and approved DB path. This item owns release instructions, not architecture/operator/user manuals (MOVILBA-830). An empty generated UPGRADE is not acceptable.

It pins Ricci/ASI tag-only deployment responsibility, unknown QA DB baseline stop, conditional SQL/data authorization, external Secret refs without values, S2I/8080/probe and immutable image checks, later QA assessment/HML/PRD gates. db04 and coder04 notified to align DB/package plans; freeze and one audit after exact QA candidate is known. No tag/push/deploy.
