Add ASI liveness and readiness endpoints

Add public non-sensitive GET /health/liveness and GET /health/readiness routes. Liveness reports process responsiveness only. Readiness queries PostgreSQL with a bounded timeout and returns HTTP 503 when unavailable. Exclude both probes from session decoding and publish them in OpenAPI. Acceptance: npm production build passes, liveness returns 200, and readiness returns 200 with a reachable database or 503 without leaking internal errors.
