Validadoras: replace fixture mockup with production component

Rebuild src/app/validadoras/page.tsx (currently the MOVILBA-127 fixture mockup) to the app's production pattern before/alongside wiring it to the MOVILBA-128 tables: usePermissions/canPerformAction gating, DataTableLayout/useDataTable for the list, real apiClient calls against server actions/API routes backed by validadoras/validadoras_historial, ErrorModal/useNotification error handling. Also resolve the styles.md violations flagged during MOVILBA-127 review and reused since (link-primary, flex-between-center, alert-info, bare subtitle - none exist in globals.scss). GATE: do not start until Elazar confirms the stakeholder has accepted the MOVILBA-127 mockup's UX/fields/flow - this ticket replaces the mockup component, it does not extend it.
