Elazar directive 2026-08-16: he wants mars agents on a larger cap regardless of test value. Not a controlled experiment - work is assigned manually to the 02 agents when the 01s are busy, so coder/coder02 are not matched twins; any token-efficiency output from this is observational only. Set per-agent, NOT in the global ~/.claude/settings.json. Takes effect on next relaunch, so the file is not the running state. BLOCKED-BY OPS-128: raising the window before the actuator tiers are per-window puts these agents permanently above the absolute compact/quarantine gates - exactly the 17-fire alert band measured on lezama.

400k set 2026-08-16 in each agent's own settings.json: coder-mars-cc (via /home/rob/.claude/shared/coder-mars-cc.settings.json symlink, single referent), coder02-mars-cc, db02-mars-cc were 250000; db-mars-cc had NO window key and was inheriting the 250k global - key added. All four re-parsed as valid JSON after write. Global ~/.claude/settings.json untouched at 250000. CLAUDE_AUTOCOMPACT_PCT_OVERRIDE absent everywhere, verified. NOT IN EFFECT UNTIL EACH AGENT RELAUNCHES - the file is not the running state, and the actuator reads the live statusline, so tiers move per agent only as each one restarts.
