Admin pending-items digest email (open support tickets + pending access requests + pending correcciones) to admin — mars+venus+pluto

Elazar 2026-07-19: email to admins (now just Elazar) if any open tickets, access requests, or correcciones are pending. One consolidated per-app (or fleet) admin digest that fires only when there is something pending. Mars partially exists: support-tickets-digest cron (MARS-347). Extend to also cover pending access-requests (solicitar-acceso) + pending correcciones/rectificar, and port to venus + pluto. Fires-only-if-nonzero (no empty digests — same no-noise principle as the weekly-email cleanup). Recipient = admin set (currently Elazar). Ties to EVO-52 SOP-ticket API for the ticket source.
