Historia clinica: statutory HC-copy export (Ley 26.529) vs no-export scope boundary - needs a ruling

Ley 26.529 requires a patient/authorized third party be able to obtain a copy of their HC (48h turnaround cited in shared/md/enamel-historia-clinica-standards.md). pmmaster's ENAMEL-24 scope boundary explicitly forbids baking in any export, third-party call, or off-platform copy of clinical data in this build (residency/ENAMEL-1 is still open). These two requirements are in direct tension and the resolution is a legal/product ruling, not an engineering default - filed as its own row per pmmaster's instruction that anything deferred on the export ground gets a row, not a comment.
