  Code complete + locally verified (coder mr4ja1dnhk8y): server requireFields adds description+createdOnBehalfOf (400 empty); CLI --desc + --for <who|self> (self=actor HTTP / $USER offline; free-text otherwise); flag-parse fixed to accept flags in any position; wi-web required description + 'On behalf of'; UTCP create descriptor updated. Inventory (constraint b): only venus create paths = wi add, wi-web, server endpoint — all patched; no programmatic callers in ~/.local/bin. RESIDUAL RISK: external cross-project HTTP create-callers (mars loops, pm-triage NOTIFY) 400 at restart. PM gate: (a) aro announce firing now; RESTART held until pm-mars confirms external callers patched or accepts the break. db column live (nullable+backfill+sentinel, remaining_null=0); NOT NULL harden held until coder confirms live.

  Smoke-pass confirmed on prod (commit 7bf6ee5, wi-http MainPID 417375, /health 200). COVERAGE: server + CLI (HTTP and offline) exercised end-to-end — missing --desc/--for → die; raw HTTP missing description/createdOnBehalfOf → 400; --for self → caller identity (BWI-42 test, then canceled). NOT exercised: wi-web form driven via UI — verified by node --check + code inspection only; it POSTs the same now-prod-tested /workitems endpoint, so residual risk is limited to the form's own field-collection/forwarding (low). Closing on that basis; opportunistic wi-web UI drive welcome but not gating.
