PM design decision (pm-mars spec, coder plan mr4iyd15cdvv). APPROVED with constraints. Flags: title stays positional; description via required --desc (reject empty); createdOnBehalfOf via required --for <name> incl '--for self'=caller (reject if absent, no silent default). --for is FREE-TEXT (human names like 'Elazar'/'pm-mars' allowed; no roster gate). Sequencing (avoids NOT NULL race): 1) db adds column NULLABLE + backfill=createdByAgent [BWI-40]; 2) coder deploys require+populate across CLI+server+wi-web+offline, venus wi-http restart via bin-venus [BWI-41]; 3) db hardens NOT NULL once zero nulls. PM CONSTRAINT: hard-require --desc/--for 400s EVERY existing 'wi add' + raw-HTTP create caller at step-2 deploy (fleet contract break, all projects). Required before step 2: (a) aro:basquetwi-engineering announce of new required flags; (b) coder enumerate any non-CLI/programmatic create callers (pm-triage NOTIFY, mars loops, automation) so they're patched or warned first. Reversible/additive.

SHIPPED + prod-verified. Both children done: BWI-40 (schema, createdOnBehalfOf NOT NULL live) + BWI-41 (CLI/server/wi-web/offline require+populate, commit 7bf6ee5, smoke-pass). Deploy sequencing held with no NOT-NULL race and no 400-break window (zero blind programmatic creators confirmed via pm-mars grep + coder venus sweep). Coverage: server+CLI end-to-end prod-verified; wi-web by parse+inspection only (same tested endpoint). pm-mars 2a spec delivered. Fleet heads-up to follow.
