EPIC: read/analysis/consumption surface

Turn accumulated route-usage data into usable output: cross-app dashboards, scheduled/rolled-up analysis, self-serve queries — replacing today's ad-hoc manual SQL pulls (e.g. the PLUTO-40 route-ranking I ran by hand for coder-pluto-cc 2026-07-17). The v1 ingest contract explicitly deferred all reads/dashboards as a non-goal; this epic IS that deferred surface. Owner coder-enamel-cc per Elazar 2026-07-17.
