Most sites have no GA4 property at all (16 of 49 covered)

API inventory 2026-08-10: only 19 GA4 properties exist across both accounts (General Clients, Pensanta-Internal, ElazarPimentel), covering 16 of 49 candidate site folders. 57 folders have gsc-reports/ but no GA4 property - including hormigonacero-com-ar itself, plus live client sites acc-consultorios-com-ar, altascapacidadesintelectuales-org, catedraldelafe-org-ar, cleanmd-pensanta-com, estudiodipilla-com-ar, fundacionoidmortales-org-ar, hipnosisterapia-com-ar, licfranciscokovachevich-com-ar, marcelosblancoycortinas-com-ar, wirth-delatorre-com-ar, yamal-com-ar and others. This is the actual analytics gap, not the property map. Admin API v1alpha can create properties + web data streams, so bulk creation is automatable. Needs a decision on WHICH folders are live client sites worth a property before creating anything.
