Decide hosting for the new websites-tools git repo

websites-tools/ was git init'd 2026-08-09 with a verified .gitignore (config/ excluded except config.py; .llmmsg-env excluded). No commit and no remote exist yet. Blocked on Elazar: create a PRIVATE GitHub repo and push via gitpush.sh (tree holds client data), or keep it local-only - in which case the first commit needs explicit go-ahead since workflow rules forbid manual git commit and gitpush.sh requires a remote.
