google-ads-report.py fails on Google Ads API v23

scripts/google-ads-report.py raises UNRECOGNIZED_FIELD on recommendation.impact.base_metrics.* / potential_metrics.* against Google Ads API v23. Auth and credentials are fine (it reaches the API and authenticates); the recommendations query needs updating for v23 field names. Secondary defect in the same file: it runs a live API call at import time rather than under main(), so merely importing it hits the API. Pre-existing, predates the websites-tools reorg.
