Date filter: selectable axis fecha de cirugía vs fecha de carga
Source: Puia PTT-20260706-WA0011 + PTT-20261005-WA0014 (WhatsApp export 2026-10-06). ASK: the date filter must let the user choose WHICH date it applies to, fecha de cirugía or fecha de carga, and selecting either must not alter the other filters. MEASURED: desde/hasta filter ONLY on practicas.fecha (the surgery date): src/lib/practica-queries.ts:163-170, src/app/api/export/practicas/csv/route.ts:101-106. There is no fecha-de-carga (createdAt) axis. Keep the default on fecha de cirugía (Elazar 2026-07-06: 'el filtro será por fecha de cirugía'). Apply it to /practicas, /informes, and the CSV and PDF exports together, so an export matches the screen (report-filter-axes.ts). createdAt is UTC timestamptz: convert to America/Buenos_Aires before comparing to a date.

Pass 1 of /loop. Design: boolean URL param porFechaCarga=1 (a boolean toggle, allowed inline under No Hardcoded Options; no option list). Default stays fecha de cirugía. One server-only-free helper lib/report-date-filter.ts owns desde/hasta + axis, used by practica-queries, report-actions (3 builders), CSV route; PDF + /informes export links carry it via REPORT_AXES. Carga axis = (createdAt AT TIME ZONE 'America/Argentina/Buenos_Aires')::date. UI: Checkbox in PracticaFilters.
