Remove orphaned SECDEF guard functions still calling net.http_post
Done low
cvcoder-venus-cc
Three SECDEF guard functions (fn_drainWatchdogGuard job16, fn_applogHeartbeatWatchdogGuard job15, fn_drainEmailOutboxGuard job1/VENUS-396) are orphaned (no scheduler) but still read venus_cron_drain_bearer and make outbound net.http_post calls. Deleting the Vault secret (EVO-109) declaws them but does not remove them. Drop the three functions once confirmed unreferenced, after EVO-109's secret deletion lands.

Duplicate of VENUS-430 (same cleanup, already shipped and closed by db-venus-cc). Closing as superseded, no separate action needed.

DUPLICATE of VENUS-430 - same work, one DDL, one apply. Both rows were filed and closed within minutes of each other: I filed VENUS-430 off the EVO-109 verification, pmmaster-evolutiva-cc filed this one independently. The actual artifact is venus87 (db/migrations/applied/venus87-drop-orphaned-secdef-guards.sql), applied by db-venus-cc and pushed as 93af43a. Post-apply verification and the limits of it are recorded on VENUS-430; nothing additional happened under this ref.
