not-found-capture.ts:84 drops /admin/controller citing 'venus has no such routes' - inverted reasoning: having no such route is what makes the pattern SAFE to adopt, omitting it means those probes PAGE. Needs venus adopt-gate.

Fix: adopt /admin/controller(?:$|/) and /api/(env|config)$ into SHARED_SCANNER_PROBE_PATTERNS (request path). Adopt-gate: 0 collisions vs own manifest (84 paths, 25 /admin, 17 /api as positive control); the corpus walk test also asserts no declared route is demoted. Prod appEvents: ZERO /admin/controller rows over full retention (control: the same filter shape finds the 5 /admin 404 rows from 2026-06-29), so this is prophylactic, not stopping an active page. PULL_ONLY keeps both alts for the legacy un-gated pull set. drift test CAPTURE_ONLY_GAPS now empty.

PASS:4f67167 (audit-venus-ca-muw81itibgqz). /admin/controller(?:$|/) and /api/(env|config)$ now demote on the request path; 0-collision adopt-gate vs 84-path own manifest; prod had zero such rows (prophylactic). Forced red: removing the alts red the boundary pin and the drift under-match control.
