Quote SOL-VENUS-N in requester-facing access-request emails

Follow-on to VENUS-360, split out at audit-venus-ca's condition on the PASS:design (tag audit-venus-ca-msir3q91qzp9). VENUS-360 puts SOL-VENUS-N on the admin list, detail header, list search and the soporte-cron backlog digest, but NOT on the emails sent to the applicant — which is arguably where a reference matters most, since it gives the applicant something to quote back when they follow up. Deferred because it widens the diff into the email-send path (Class-A on its own: audit design-ping + diff review + Vercel build/runtime logs). Scope: quote formatRequestNumber(requestNumber) in the requester-facing access-request emails in src/lib/email.ts. Requires VENUS-360 migration venus67 applied first (column must exist). Display-only, no inbound SOL-N parser.
