Exports (CSV + catedra PDF) ignore /informes taxonomy filter params

Found during fc4c5cf: CSV + catedra-PDF exports ignore the taxonomy params (tratamiento/complicación) that /informes passes them — exports silently return the UNFILTERED set while the on-screen table is filtered. Pre-existing, untouched in fc4c5cf. Reported by coder-venus-cc 2026-07-30.
