b61ee08 retro-audit BLOCK: unhandled 22P02 on malformed ticket/status uuid input

audit-venus-ca retro-review (2026-07-30-03:47, BLOCK on b61ee08 VENUS-31 support-actions): client-supplied ticket/status IDs are cast to uuid in multiple queries outside error handling or UUID validation (e.g. reporter thread/reply reads, campoForStatusId) — malformed server-action input throws unhandled PostgreSQL 22P02 instead of the declared not-found/invalid result. Add UUID validation or catch 22P02 and map to the declared invalid/not-found response at each call site.
