VENUS-137/c233449 silently broke pluto's pm-triage-listen unit by hardcoding venus's accessRequests SQL contract. Fix: app-parameterize via required PMT_APP=pluto|venus env var, no default (fail-closed). Venus contract extracted byte-identical, live+restarted. Pluto slot throws pending db-pluto-cc's SQL (blocked on GRANT vs vPmTriageFeed view choice).

SHA 9917284 / v1.11.3. Class-S (script-only, no app/DB/auth/email surface) — no deploy gate. Venus unit restarted+live, catch-up clean (parameterized SQL ran against prod). Pluto slot stubbed to throw until db-pluto-cc's SQL lands as commit 2. Guard-swap: PMT_APP set in both env files pre-push so neither unit dies on restart.
