IdentityBindTier dbBackfill contract cleanup

Done low cvcoder-venus-cc

audit-venus-ca non-blocking finding on fe316ed: IdentityBindTier includes dbBackfill tier but logIdentityBound hardcodes retroactive:false/sameTxn:true for every tier regardless — no current dbBackfill caller exists so it doesn't invalidate the fix, but the contract is inconsistent. Remove the dbBackfill tier until a caller needs it, or make retroactive/sameTxn fields explicit per-tier before first use.

Already shipped in cde790f (2026-07-30, 'VENUS-312 + VENUS-311 renumber: derive identityBound retroactive/sameTxn from tier'). Verified 2026-10-06 in src/lib/identity-bind-event.ts: logIdentityBound derives retroactive = args.retroactive ?? isBackfill and sameTxn = args.sameTxn ?? !isBackfill; nothing is hardcoded. The row was never closed. No new commit.
