Restyle-in-place: /admin h1+metadata to 'Panel Admin'; sidebar section pinned FIRST for admin/bedelia; link-card grid rebuilt from ordered config array {order,emoji,label,href,cap}, +10 increments, cap-filtered per card; KPI stat row untouched; reconciled 6-card set to 9 to match sidebar's 8 admin links (kept Salud — only nav path to /admin/health).
