vOpenSupportTickets hardcoded-status drift risk

admin-actions.ts:1858 + soporte-cron/route.ts:438-446 hardcode IN('open','inProgress') instead of reading lookupOptions.params.terminal. Agrees with new vOpenSupportTickets view today (0 drift, verified live) but will silently diverge if a new non-terminal status is added. Optional migrate those 2 call sites onto the view. Found by db-venus-cc while shipping vOpenSupportTickets (migration venus_open_support_tickets_view, audit PASS).
