correction-actions.ts DOB guard missing age-at-procedure range

correction-actions.ts DOB plausibility check still uses fecha-less age-today[0,120] guard, not age-at-procedure[1,130] like the práctica form/create/edit gate shipped in VENUS-239. A bedel-approved DOB correction can land outside the valid range. Class-A (correction workflow) — needs team design-ping before implementation, not solo/coder self-edit. Found by coder-venus-cc during Bug B item-2 field-optionality audit.
