hub command replies (1b): thread into invoking aro god-view, suppress from Elazar inbox

Elazar 2026-07-13 picked 1b. When Elazar invokes a hub command (/help,/ver,/ignore list,/humanincdw echo,etc.) FROM an aro (command carried origin_aro), the reply currently delivers as a DM to him AND lands in his contact inbox — because it's not a status-ping so VENUS-222's reroute skips it. 1b: deliver the command reply into the invoking aro thread (god-view visible) and SUPPRESS it from contact_queue/popup; do NOT fan to other aro members. Reuse VENUS-222's inbox-suppression mechanism but trigger on 'hub command reply to Elazar with origin_aro' not the status regex. FALLBACK: if the command was invoked as a bare DM (no origin_aro), reply to his inbox as today (nowhere to thread). Batch into one head+bounce with d-head 2.39.15 (humanincdw doc fixes) + VENUS-223 (array rule-1a guard). coder: guarantee + cases, audit, PM bounces.
