humanincdw-gated suppression of worker status-pings to Elazar

Elazar 2026-07-13: when humanincdw=false, a worker status-ping (working:/done:/claim:/...) addressed to elazar-the-user-human-llmmsg-srv must NOT reach his contact inbox. Hub reroutes it into origin_aro (god-view visible), never rejects (persist row + re= so nudges stay satisfied), and DMs the sender a one-time note that humanincdw=false means no working: DMs to Elazar. Real questions/decisions/blockers always pass through. Busy-nudge skips Elazar-origin asks when humanincdw=false. Rule 23 amended. humanincdw=true restores current behavior.
