bug: React #418 hydration on /admin/soporte (U+202F cross-engine ICU)

formatDate/formatDateTime rendered client-side via toLocaleString emitted U+202F narrow-no-break-space separator on Node/SSR ICU but regular space on Firefox ICU → server text != client text → React #418 (Firefox-only; Chrome shares V8/ICU with Node). Applog 2b618f2e. Fix d7d1e53 (src/lib/format.ts): rebuilt from Intl.formatToParts dropping locale literal parts, ASCII separators → byte-identical every engine. Shipped 3920a31/v0.86.6 (webhook dropped d7d1e53 own deploy).
