Log-plane parity w/ pluto: applog notify emit warn + userAgent in payload

Routed via db-venus-cc from audit-pluto-cc (2026-07-06): venus applog_notify_error() gates at trigger-level WHEN(level IN error,fatal) — no 'warn' emission, no userAgent in notify payload. Pluto's equivalent widened (gate moved into fn body to also emit warn) + added userAgent. venus SOURCE not stale (checked-in migration matches live) — feature set just older/narrower. Low-pri: warn dropped downstream anyway when WARN_ENABLED off. Parity useful for the solo triage-playbook (richer userAgent payload aids benign-vs-real triage). DDL (trigger/fn migration) = db-lane.

Retirement sweep 2026-07-31: description cites 'the solo triage-playbook' as a beneficiary — solo lane retired 2026-07-15; the RATIONALE reference is stale but the scope (warn emission + userAgent in notify payload, pluto parity) survives independently. Kept, not cancelled. NB userAgent trigger work is deferred behind VENUS-324 applog freeze.
