Pre-existing RED on HEAD (flagged by solo during VENUS-119, 79266a4): src/lib/__tests__/auth-actions-submit.test.ts has 3 failing submitAccessRequest tests with a stale 'Seleccioná tu sede' expectation. Red before VENUS-119; submitAccessRequest untouched. Cleanup: update the test expectation to current copy.
