Blocked-item sweep: measure whether each of the seven stated blockers still holds

Terra has seven items in status=blocked - TERRA-6, 7, 17, 22, 36, 46, 59 - some for weeks. A blocker is a dated claim and its rationale expires silently: the missing thing may exist now, the empty population may not be, the absent owner may have arrived. For each, establish whether the stated blocker STILL HOLDS today. Report per item: blocker still real / blocker gone / blocker was never checkable as stated, with the exact read run for each, and name the ones that could NOT be settled rather than guessing. audit does not move status and does not fix - pm moves status on the report.

Seven measured. BLOCKER GONE: TERRA-46 (premise falsified from source, unblocked+retitled). STILL REAL: TERRA-7 (Elazar GO absent, eq 40, pmmaster direct check 09:01), TERRA-59 (recipients.ts:64-69, COORDINATION_GROUP literal null, resolver returns sourceUndecided unconditionally). NOT SETTLEABLE: TERRA-6, 17, 22, 36 - and the reason is uniform, which is the real finding: each gates on a fact terra has NO READ PATH for (an Elazar decision, an external identity fact, or a runtime browser observation terra cannot make). Those four are not stalled work, they are unverifiable-state items sitting in a status that reads as work-in-progress. Audit ran wi show/events on all seven, wi pending (empty, and NOT a usable proxy for the separate eq store), and targeted source reads; no DB mutations, browser sessions or owner messages exercised.
