Every create in the shared registry needs Elazar personally: the only live admin grants on enamel and terra are one human row
Established 2026-10-03 while routing TERRA-266 (coder-enamel-cc, measured). createUserForApi and the /usuarios create path both gate on ADMIN_OF_ANY, and the live admin grants are exactly two - one on enamel, one on terra - both belonging to the same human row 8157954d. There is no service/machine admin principal, and enamel's SUPPORT_API_KEY + SUPPORT_API_ACTOR_ID pair is not configured in production (503 keyNotConfigured/actorNotConfigured). Pinning that actor to the existing admin row would put Elazar's authority behind a bearer token, which is a decision about delegation and attribution, not a config change - so nobody should quietly set it. The cost is now measured rather than theoretical: a catedra-confirmed cohort of 7 students sat blocked behind one person's availability, db-enamel-ca correctly refused the write for want of a truthful actor, and 20 of 26 docente grants are unbound so the paciente queue has the same single-point shape (TERRA-267). THE DECISION, not the implementation: does Evolutiva want a dedicated non-human support-admin principal with its own grant row and its own attribution - which makes support throughput independent of one human, at the cost of a credential that can create people in a shared clinical registry - or does it accept that registry writes are Elazar-only and size support expectations to that. Either answer is implementable; what cannot continue is the current state, where the sanctioned API exists, is reachable, and has no actor.

CORRECTING MY OWN 'one env var away' framing, from coder-enamel-cc: the key is checked first and the actor second, and BOTH refuse with 503 - an unset or malformed SUPPORT_API_ACTOR_ID still refuses every call. So activating a machine caller needs both halves, not one, and setting SUPPORT_API_KEY alone activates nothing. The freeze on the key stays (right place to hold it either way), but nobody should read this row as 'one variable from an accident'. Measured and now certain: 8157954d-7a79-48c2-a67b-87a37970d688 holds admin on BOTH enamel and terra, bound, non-synthetic, and is the ONLY row holding admin on either app - so any pinned actor that clears the uuid check and is a real admin can only be that row, which is what makes this a delegation decision rather than a config question. UNMEASURED and stated as such: whether SUPPORT_API_ACTOR_ID is set at all. coder-enamel-cc has no env read path (Vercel MCP lists 0 projects in both teams and 404s the project by id and name; its local CLI token 403s on every scope - a stale local credential, not a blocked gate, so no rotation and no code change). Routed that one read to coder-venus-cc, which has demonstrated a working Vercel read on this fleet.
-
ANSWERED, measured by coder-venus-cc with a real Vercel read, no decrypt: BOTH halves are absent on the enamel project. Complete production env is 7 keys - CRON_SECRET, SMTP_PASS, SMTP_USER, SMTP_FROM, DATABASE_URL, NEXT_PUBLIC_SUPABASE_URL, NEXT_PUBLIC_SUPABASE_ANON_KEY - zero custom environments, so the absence is not a target-filter artifact, and SUPPORT_API_KEY's absence is the direct source of the keyNotConfigured refusals. No machine caller sits behind Elazar's row today, and none ever has on this project: TERRA-268 is a clean decision, not a cleanup, and the shape question about the actor uuid is moot. Their stated caveat, kept: the team shared-env listing returns 0 for the whole account and that zero is UNCONTROLLED - no shared var exists anywhere to prove the endpoint can return non-empty - so a shared-scope definition is unexcluded by this read. PROJECT IDENTITY, do not conflate: the enamel app is prj_JljtQT7qD5wz3znSkzwp6OYC37pu / enamel-pensanta-com, confirmed by it serving enamel-evolutiva.pensanta.com, while terra-enamel-pensanta-com is a DIFFERENT project serving terra-enamel.pensanta.com. Team is team_WG6Gxa6RLXDjS2DFj3Tp99RV. Also recorded for the lane: coder-enamel-cc's Vercel credential is dead (403 on every scope, 0 projects listed) against 71 projects readable on coder-venus-cc's token - that needs a reissue, not a dashboard trip.
-
REOPENED by coder-venus-cc's read, and the decision I was framing as prospective has ALREADY BEEN MADE on terra. On terra-enamel-pensanta-com production both halves are PRESENT: SUPPORT_API_KEY created 2026-09-22 17:09Z and SUPPORT_ACTOR_USER_ID created 17:10Z - note the name, SUPPORT_ACTOR_USER_ID, not SUPPORT_API_ACTOR_ID as I had been asking for. Terra shares enamel's auth, where exactly one row (8157954d, Elazar) holds admin on either app. So the 'machine caller behind a human's authority' condition I closed this row on, having read only the enamel project, has been live on terra for eleven days - and it is not hypothetical to this lane: that key is the one in terra/pm/06-passwords-and-settings.md that I use for access-list, ticket-list and user-lookup, and it is what access-resolve would run under. THE QUESTION THAT NOW MATTERS, and it is narrower than the original: is SUPPORT_ACTOR_USER_ID pinned to 8157954d, and therefore is every service-path resolution attributed to Elazar personally? Shape unread - coder-venus-cc did not decrypt and I did not ask them to. If it IS that row, then resolveAccessIssueAsService records his authorship for decisions this lane made, which he has to know before it happens again, and it is a stronger argument for a dedicated principal than anything in the original filing. If it is some other uuid, that uuid holds no admin grant on either app (only one row does), so the create gate would still refuse it - which would mean terra's actor works only for ops that do not need ADMIN_OF_ANY. Either answer is actionable; neither is guessable. Closing-this-row-on-one-project was my error: an env question asked of a shared-auth pair must be asked of BOTH projects.

BUILD SCOPE ANSWER - every terra client-fix action this lane cannot perform today, in reply to coder-terra-cc 13:38 ART relaying the Elazar order that terra client problems must be fixable by agents or terra moves off enamel. Each line names the gate rather than the symptom, because the gate is what has to be built. (1) CREATE A PERSON ROW. terra support-action exposes exactly five ops - access-list, access-resolve, ticket-list, ticket-get, user-lookup - and NO create op; terra holds zero writes to users or userGroups, both are enamel (user-admin.ts:7). Creation is enamel /usuarios createUser or POST /api/soporte/usuarios behind an admin-of-any-app gate. I hold neither enamel SUPPORT_API_KEY nor the server-pinned SUPPORT_API_ACTOR_ID. (2) GRANT A ROLE. A SEPARATE userGroups row, group=docente appKey=terra, via grantGroup or POST /api/soporte/usuarios/{id}/roles behind a terra-admin gate. Membership and role are TWO writes: a create alone leaves the person signed in with nothing, which is the same end state as the lockout, so both must be in scope or neither helps. (3) CORRECT A USERS EMAIL. The sanctioned path is fn_correctUserEmail(userId, newEmail, reason, performedBy, appKey), EXECUTE granted only to postgres/service_role. No agent path. This is the write that unblocks a bind, and never a hand UPDATE: tg_users_recordEmailHistory maintains userEmails as OUTPUT. (4) BIND A SIGN-IN. Only bindSupabaseAuthId, SECURITY DEFINER, matching users.emailCanonical; the person self-binds at next sign-in iff the row email equals the Google address. Not an agent action and not what access-resolve does - the route itself returns "This does NOT yet grant sign-in - TERRA-242". (5) REPLY TO A SUPPORT TICKET, or any thread mutation, status change or internal note. ticket-list/ticket-get are READ ONLY and per TERRA-36 the mutation and thread capabilities are MISSING, not merely auth-unreachable. This is the most visible client-facing gap: a person writes and nobody can answer in-product. (6) APPROVE OR REJECT A PACIENTE REQUEST. Gated by PACIENTE_CREATE_ROLES to docente/bedel/admin; I hold no such grant. The real constraint is reviewer capacity, not the gate - TERRA-267, 2 pending with the oldest 2 days. (7) TELL A REJECTED REQUESTER ANYTHING. TERRA-245: the motivo is stored and never reaches the person. No surface exists to send it. (8) REMOVE A WRONGLY ASSERTED AYUDANTE ATTENDANCE. TERRA-146: no correction path exists for anyone, not just for agents. (9) CORRECT A PRACTICA AFTER CREATION. TERRA-181: impossible by design except postoperatorio - everything entered at create is wrong forever. Nobody can do this, so it is a product gap rather than a permission gap, and it is the one on this list most likely to generate client complaints that no amount of agent capability will fix. (10) SET A VERCEL ENV VAR. SMTP_REPLY_TO on terra-enamel-pensanta-com is Elazar-only today (TERRA-260), and EVO-104 has cost me even READ access to that team - every project read under team_WG6Gxa6RLXDjS2DFj3Tp99RV returns 403. (11) ENUMERATE NON-ROSTER SIGNUPS. The bind noMatch arm writes NO appEvents row, so the only answer is an enamel-side diff of auth.users against users on emailCanonical (TERRA-262, 37 signups in 7 minutes, 9 off-roster). (12) READ THE TERRA DB AT ALL. This lane holds no terra read-only DSN and db-terra-ca has none to give; reads go through that lane or Supabase MCP on eprpywqwzsvrjeaforei. There is no terra .env.local, only .env.probe.local. (13) CONFIRM A PERSON HOLDS EXACTLY ONE LIVE users ROW before changing an email. terra user-lookup keys on EMAIL ONLY with no search by name, and one human can hold two rows with different grants (user-admin.ts:266-280, observed). bindSupabaseAuthId guards a COLLISION via its ambiguous arm, not a wrong pick among two non-colliding rows. THE ONE THING BUILD SCOPE CANNOT FIX, stated because every item above is necessary and none of it is sufficient: ROSTER ENTITLEMENT HAS NO TABLE. On 2026-10-01 every instrument was available while three people stayed locked out, because the open questions were whether they belong on the roster, whether the person reporting under one address is the same human as the row enrolled under another, and whether a self-declared docente is one. A docente grant handed to a non-docente is a worse outcome than the lockout it fixes. Grant me every write above and that question still goes to the catedra. ORDERING CONSTRAINT I AM HOLDING REGARDLESS: do not call access-resolve on any terra report until a send of the accessIssue class has been observed to succeed after the env change - REPLY_TO_REQUIRED_CLASSES covers the resolution mail, so resolving now enqueues a second mail that exhausts inside the hour and spends the person last notification. And the already-exhausted acknowledgements are permanently lost: attempts=6, sendStatus=failed, the drain never looks again, and no action recovers them.

CORRECTION TO MY OWN BUILD-SCOPE ANSWER, item 3, falsified the same afternoon I sent it. I wrote that correcting a users email via fn_correctUserEmail has "No agent path", because EXECUTE is granted only to postgres/service_role. That is true of THIS lane and false as written: db-enamel-ca executed it on seven rows at 13:44 ART today with truthful provenance, so the db lane holds service_role on the shared project and the write is agent-reachable - just not from here. The precise statement is that email correction needs the DB LANE, not a new support-API op, and anyone sizing build scope off my list should not spend an op on it. THIS MATTERS BEYOND THE ONE LINE. It is the difference between a capability that must be BUILT and one that must be ROUTED, and I put it in the wrong bucket by reading my own reach as the systems reach. Re-check the other twelve against that test before the scope is frozen: item 1 create and item 2 grant are gated on admin-of-any-app and terra-admin respectively, which is an app-level gate rather than a DB grant, so those two do not dissolve the same way - but I have NOT verified whether db-enamel-ca can write users and userGroups directly, and if it can, items 1 and 2 are also routing rather than building. That is a question for that lane, and I am naming it rather than assuming either answer.
-
ANSWER FROM coder-terra-cc 13:49 ART, AND IT CLOSES THE QUESTION THE OTHER WAY FROM WHAT MY CORRECTION IMPLIED. coder-terra-cc holds only coder_terra_cc_ro, SELECT-only, and users/userGroups are enamel-owned shared objects, so nothing in the terra lane writes them. db-enamel-ca CAN write them - and REFUSES creates without a live admin actor, which is correct and is the whole point. So items 1 and 2 stay BUILD items, not routing: the write is permitted and the ATTRIBUTION is not, and a create recorded against an agent with no human actor is an audit lie, not a shortcut. A technically-permitted write its holder must refuse is as unavailable as one nobody is granted. GENERAL TEST, worth carrying past this row: a capability is routable only when some lane can perform it WITHIN ITS OWN CORRECTNESS CONSTRAINTS. Grant reach alone is the wrong test and would have had me dispatch two items that come straight back refused. Where provenance is the blocker, say so in the line - it reads as a permissions problem and is not one, and the remedy is a path carrying the human actor, never a wider grant. SCOPE NOW: ENAMEL-69 p1 on coder-enamel-cc covers create plus a non-admin terra grant in ONE call, fn_correctUserEmail, and a DNI/full-name lookup that refuses duplicates, all on the support API. Only item 3 dissolved into routing; items 1 and 2 did not. Note the single-call create+grant directly answers the membership-and-role-are-TWO-writes hazard on my terra notes - two writes with no transaction is how a person ends up a member of nothing. STILL TRUE AND UNADDRESSED by ENAMEL-69: the five items that are capabilities existing for nobody (ticket reply surface, telling a rejected requester the stored reason, correcting a practica after creation), and roster entitlement having no table. Shipping ENAMEL-69 plus the enamel SUPPORT_API_KEY closes the write items and leaves the most client-visible gaps open.

db-enamel-ca prepared db/migrations/enamel_077_terra_registry_support_actor.sql (MD5 39e9f1c2e04200306db9706f70098971): separate unbound service user with admin@terra only, grantedBy NULL as migration-authored provenance; existing bedel service actor remains unchanged. Whole SQL dry-run on live Enamel ref with terminal ROLLBACK succeeded; readback service_actor_rows=0. Awaiting Class-S source audit and Enamel coder deployment of distinct SUPPORT_API_KEY plus pinned SUPPORT_API_ACTOR_ID. TERRA-266 cohort already fixed by email corrections; no seven creates are needed.
-
Permanent-path companion ENAMEL-70 filed and assigned to coder-enamel-cc: once actor/key are live, Enamel support API also needs exact-DNI identity lookup and audited email correction. Current API has exact-email lookup/create only, so it would still misclassify an existing person under another email as absent. TERRA-266 demonstrated seven such cases.
-
2026-10-05 routing race: coder-enamel-cc configured Enamel production SUPPORT_API_KEY and SUPPORT_API_ACTOR_ID pointing at the existing enamel_066 bedel@terra actor; build not yet deployed at report time. That actor cannot pass registry create/grant gates. Do NOT add admin to it, because Terra access-resolution API already uses the same actor and elevation would widen that bearer. I sent STOP/hold to coder-enamel-cc and PM: use separate enamel_077 admin@terra actor after Class-S PASS/apply, then repin Enamel env. TERRA-266 seven people already have corrected existing profiles, so no creates should run.
-
2026-10-05 coder-enamel-cc withdrew approval for admin@terra on the existing bedel service actor after TERRA-266 was solved by correcting seven existing profiles. db-enamel-ca withdrew the Class-S audit request and deleted unapplied enamel_077 from main at 7ed6681; no DB actor or grant was created. Existing service actor stays bedel@terra. Durable recovery capability is ENAMEL-70: exact-identity lookup and audited email correction; any future create/grant path should use a narrower, explicit API capability rather than speculatively elevating the shared bedel actor. Enamel production bearer/actor config was set by coder lane; no registry create authorization is implied.
-
Clarified to support-evolutiva-cc: db-enamel-ca has a controlled write path to users/userGroups today, so an individually authorized create/grant case can route here with exact identity preflight, atomicity and truthful provenance; this is not a refusal. ENAMEL-69 remains necessary for Terra/support agents to perform the same work through a supported narrow API without DB-lane handoff. fn_correctUserEmail is already executable by this DB lane; seven TERRA-266 corrections proved it.

ITEM 1 SPLIT IN TWO BY TODAYS EVIDENCE, and the half I called the blocker is closed. I listed the missing enamel SUPPORT_API_KEY / SUPPORT_API_ACTOR_ID as the gate on every write item, then refined it at 13:4x to "unset server-side, so configuration not distribution". The 17:01 refusals carry message badKey, not keyNotConfigured, so the server now HOLDS a key: configuration done, distribution open, and the refinement inverted within the hour. For this lane the item is now simply that I do not hold the key VALUE, which is an ordinary DM away from whoever set it and needs no build. That does NOT move items 1 and 2 off the build list - they remain blocked on create-and-grant ops that do not exist and on a live admin actor for provenance (ENAMEL-69). It moves only the credential sub-item. WORTH KEEPING: a refusal MESSAGE is a free read of server config state. keyNotConfigured vs badKey vs missingBearer distinguishes server-unset, caller-wrong-key and caller-no-header, so the gate reports which side the fault is on without anybody reading an env var - that is what a well-built refusal taxonomy buys, and ENAMEL-64 is why these rows carry it. Any future claim about this key should be read off the message, not asked for.

TWO LANES ANSWERED THE ROUTE-OR-BUILD QUESTION DIFFERENTLY WITHIN 13 MINUTES AND BOTH ARE RIGHT - recording the discriminator, because taking either answer alone produces a wrong dispatch. coder-terra-cc 13:49: db-enamel-ca "refuses creates without a live admin actor, correctly", so items 1 and 2 need building. db-enamel-ca 14:02: it HAS a write path to the shared enamel ref and can execute controlled users/userGroups changes "with exact identity preflight, a recorded business authorization, atomicity, and truthful provenance", so individual cases are routable to that lane TODAY rather than impossible. THE DISCRIMINATOR IS PER-CASE AUTHORIZATION VERSUS STANDING CAPABILITY. The refusal is conditional on authorization being ABSENT, not absolute: bring a recorded business authorization naming the human who decided, and the write happens; bring none, and it is correctly refused. So items 1/2 are routing for immediate cases AND a durable build for independent agent throughput - the build is for throughput and for support agents acting without a DB lane in the loop, not because the write is impossible. Item 3 (fn_correctUserEmail) is agent-solvable via that lane now. HARD LIMITS THEY NAMED, which are the reason the build exists at all: a raw write must not borrow a human admin identity, and must not infer a role from candidate:null. Both are provenance constraints, not permission ones. WHAT THIS CHANGES FOR MY OWN PRACTICE: a locked-out individual does NOT have to wait for ENAMEL-69. The correct move is to route the case to db-enamel-ca with the catedra decision attached, and my earlier framing - creates are blocked until the ops ship - would have parked real people behind a build. Corrected in knowledge/terra.md. The thing I must bring is the AUTHORIZATION, which for terra roster cases is the catedra entitlement decision, and that is exactly the item on this list no permission fixes.
-
Correction 2026-10-05 after coder-enamel-cc live read: Enamel production SUPPORT_API_KEY and SUPPORT_API_ACTOR_ID are set/bound and may remain active. The pinned existing service actor has bedel@terra only; /api/soporte/usuarios create/grant fail their ADMIN_OF_ANY/ADMIN_OF_ROW gates by design. No config hold or disable is needed. A credential shared only in authenticated llmmsg-srv DM is permitted by fleet policy and is not grounds for rotation; db-enamel-ca withdrew its rotation suggestion. No evidence of exposure elsewhere, no agent rotation. No admin grant or new actor will be added; ENAMEL-69 is the scoped path.
-
audit-general-ca issued source-only PASS:ab401d3 for superseded enamel_077 after the withdrawal crossed. It is historical and NOT apply authorization; file was removed from origin/main at 7ed6681 and never applied. Auditor caveat preserved: admin@terra service actor would be able to exact-email lookup and create shared users across tenants via existing ADMIN_OF_ANY API gates; grant/list/revoke are appKey-scoped. This reinforces the ENAMEL-69 narrow-capability replacement and the corrected Class-A classification.
-
FINAL audit disposition: audit-general-ca WITHDREW PASS:ab401d3 / MD5 39e9f1c2 as invalid after recognizing coder-enamel-cc prior HOLD and ENAMEL-69 route. A second identity does not narrow admin@terra reach; this was Class-A authorization, not Class-S DDL. enamel_077 was deleted from origin/main at 7ed6681, never applied, and must not be relied on. ENAMEL-69 gate/allowlist is the review target.

THE CREDENTIAL LANDED AND CLOSES LESS OF THIS LIST THAN A CREDENTIAL APPEARS TO. This lane now holds the enamel support bearer and the pinned actor id, so item 1s credential sub-item is closed - configuration done at 17:01, distribution done at 14:04 ART. What that buys, measured rather than assumed: GET /usuarios and /roles refuse on ADMIN_OF_ANY, which the pinned actor does not hold; GET /tickets returns a silently-filtered 200 empty list, so it reads as green while answering nothing; and the only op the actor can genuinely reach is access-issues resolve, which is the one op I am holding under a freeze until mail works. So the bearer currently executes NOTHING for this lane, and the gap is grants, not transport - the enamel contract states it outright: the 503 and the empty-handed 200 are two different failures with two different owners, transport config in the coder lane and grants in the db lane. THIS IS THE EXACT SHAPE I WARNED ABOUT ON THIS ROW and I should take my own warning harder: I wrote that shipping the credential closes under a third of the list while the most client-visible gaps stay open. Measured, it closes less than that, because four of the items I classed as "a write behind a gate I lack" are behind a gate the SERVICE ACTOR lacks too. Reclassify those four: they are not kind 1 (closed by the credential) but kind 1-prime, closed only by a grant decision or by ENAMEL-69s narrower per-route capability. Worth preserving from the contract, because it is a decision and not an oversight: the admin@terra grant that would have enabled the create path was WITHDRAWN BEFORE BEING MADE, since it would have given a service row permanent full admin reach over every terra row through the UI as well as the API, to serve a path that TERRA-266 then proved nobody needed. That is the right call and it is why the gap is open on purpose. Closing it belongs to a request that actually needs it.
-
ENAMEL-69 APPEARS TO HAVE LANDED, read off production telemetry rather than told to me: a route that did not exist earlier today, /api/soporte/terra/usuarios, now emits action supportApiCreateTerraUser. Four rows, all 2026-10-05 within 11 seconds, which is somebody attesting all four arms deliberately: 18:31:34.152Z warn badKey (POST), 18:31:34.763Z info supportApiCreateTerraUser status=failure detail {"method":"POST","outcome":"groupNotPermitted","conflictOn":null,"returnedUserId":false}, 18:31:44.867Z warn badKey, 18:31:45.486Z warn actorMismatch. So wrong key, then a key that AUTHENTICATED with the authorization layer refusing on group, then wrong key again, then wrong actor. Not my probes - I hold the bearer and did not call this route; a write path is not something I touch without a declared revert path and a consenting human actor under the test-residue rule, and groupNotPermitted says the pinned actor could not create anyway. CREDIT WHERE IT IS DUE, because it is the ENAMEL-72 lesson carried forward one route later without being asked: this endpoint audits its NON-REFUSAL outcomes too - level info, status failure, and a detail carrying outcome plus conflictOn plus returnedUserId. That is exactly the shape ENAMEL-72 had to be filed to get on /tickets, and here it shipped with the route. conflictOn is the duplicate-refusing lookup surfacing its own reason, which was the third thing ENAMEL-69 was scoped to do. ONE SMALL GAP, named while the code is open because that is the cheapest moment and NOT filed as a row: groupNotPermitted does not record WHICH group was requested. detail has no group field, so the row proves a group was refused and cannot say which - the same family as ENAMEL-64s presence-booleans-without-values residue, and it matters here precisely because the whole point of the op is granting a NON-admin group in one call. If two groups are ever attemptable, this row cannot tell them apart. Raised to coder-enamel-cc directly. CONSEQUENCE FOR THIS LISTS BUILD/ROUTE SPLIT: items 1 and 2 are moving from build to shipped, so the standing answer on this row should be re-read before anyone quotes it again - the credential closes nothing new, but the OPS now exist, and what is left is the grant the pinned actor holds. groupNotPermitted is that gap still being the gap.
-
MY groupNotPermitted GAP WAS ACCEPTED AND THE REMEDY I PROPOSED WAS REJECTED FOR A BETTER REASON, which is the part worth keeping. I asked for the requested group in detail. coder-enamel-cc ruling 15:34 ART: the requested group string is CALLER-SUPPLIED, so the app may not copy it into shared appEvents at all; the DB function holds the vocabulary and can report the refused group only when it resolves to a real groups row. Filed for the db lane, in SQL, not in the route. So the gap is real and the fix sits one layer down from where I pointed. THE PRINCIPLE, which generalises past this row: this is the standing never-write-identifying-values-to-appEvents ruling arriving from the other direction. The constraint is not only PII, it is PROVENANCE - a value the caller controls, copied into a shared log, lets the caller write into everyone elses telemetry. "Add the field" hands an untrusted party a pen; "log the resolved code" closes the gap and keeps the row unable to assert a value that does not exist. Same shape elsewhere in their ENAMEL-73 rulings: the wrapper takes NO reason argument and passes a fixed server-generated string to the callee precisely so the caller cannot write into shared appEvents, with a forced-red PII probe required to prove it. Saved to memory as never-log-a-caller-supplied-value-to-shared-telemetry. FOR WHOEVER NEXT QUOTES THIS ROWS BUILD SCOPE: ask where the vocabulary for a refused subject LIVES before asking for it in a log line. Any requested role, group, appKey or reason string gets the same answer, and when resolution fails the row should say unresolved rather than echo the input.
