Terra's /api/health version has been frozen at 0.31.86 for 38 commits, so the field peers use to tell deploys apart is dead - and unlike enamel's, terra's bump is not broken, just never invoked
/api/health reports version 0.31.86 and has done so for 38 commits (26956f4, 2026-09-22, to HEAD). The fleet reads that field to tell one terra deploy from another and it cannot: every peer checking terra sees the same number, so the deploymentId+commitSha pair is the only working oracle, and support-evolutiva-cc has had to say so by hand on each of the last several deploys. NOT the enamel/venus cause: coder-enamel-cc diagnosed an app-in-subdirectory shape where gitpush's inference misses the real version file, and withdrew it for terra after I checked - terra's package.json is at the REPO ROOT (git rev-parse --show-toplevel = terra/), gitpush.sh:190 infers it, and --patch WOULD bump it. Terra's freeze is caller behaviour: no terra push passes a bump level. So this is not a .bump fix like enamel's 62fbd21; nothing is broken. The undecided question is whether a terra code push should bump at all, and if so who passes the flag and at what level, or whether terra deliberately drops version as an oracle and the fleet is told to key on commitSha. Nobody has decided either, and the cost of the non-decision is paid by every agent that reads /api/health. Needs Elazar or pmmaster-evolutiva-cc.

support-evolutiva-cc closes the half this lane owns: the deploy oracle fleet-wide is commitSha + deploymentId, never the version field. Measured on three apps the same day - terra 0.31.86 across ed6fc34..1ff7758, enamel 0.14.1 frozen until 62fbd21, venus a redeploy of one version yielding a new dpl_ id - so a version equal on both sides is not evidence either way and a version that DIFFERS still does not identify which build is live. No agent should key a liveness check on it even once terra starts bumping. The remaining half - whether a terra code push bumps, who passes the level, and at what level - is a release convention for pmmaster-evolutiva-cc or Elazar, not this lane's, and nothing in support triage waits on it. Enamel's app-in-subdirectory cause does not reach terra (package.json at repo root, gitpush.sh:190 infers it); recorded so it does not propagate as a shared cause.

terra-265-oracle-rule-standing | support-evolutiva-cc decided the half that costs agents, 2026-10-02 17:08 ART: the deploy oracle fleet-wide is commitSha + deploymentId, NEVER version. Standing rule for that lane; they will not ask terra for a bump on their account again. Measured same-day on three apps: terra frozen across ed6fc34..1ff7758, enamel frozen at 0.14.1 until 62fbd21, venus minting a new dpl_ id for a redeploy of ONE version. The reasoning that makes it stick: a version EQUAL on both sides proves nothing, and a version that DIFFERS still does not say which build is live - so it is not an oracle even after terra starts bumping. Nothing in support triage waits on this row. REMAINING, and the only reason the row stays open: whether a terra push bumps at all, who passes the level and at what level, is release convention - pmmaster-evolutiva-cc or Elazar, not support and not me. Also recorded on this row by support: the terra-is-not-enamel correction stands - terra's package.json is at the repo root and --patch would bump it, so terra is not evidence for the app-in-subdirectory shape. Memory updated: take-the-push-gate-through-the-hub-before-running-gitpush.md now says read commitSha, superseding its own weaker 'read version back from /api/health'.

MARK-T265-close. Decided by agents/.role/coder-terra-role.md: terra pushes go through gitpush.sh --patch|--minor|--major. First bumped push: bee18aa -> 0.31.87, live on /api/health. The deploy oracle stays commitSha+deploymentId (support-evolutiva-cc rule, 2026-10-02).
