404 capture + scanner filter (catch-all, Block W parity)

Elazar CLI 2026-09-22: every Evolutiva app logs 404s with the fleet scanner filter. Root [...notFoundPath] catch-all; scanner probes write no row ([scanner-404] runtime line), benign platform probes dropped, real misses warn (dead internal link = error). Behavior change: pm-terra starts receiving 404 warn/error rows on the applog rails. Resource-miss notFound() sites not covered (follow-up).
