Terra WHEN OTHERS sweep: enumerate every function/trigger with a broad exception handler and state what each can silently swallow
Fleet position ratified 2026-09-11 (db-mars-cc, MARS-596/MARS-710): catch the narrow exception the handler was written for, never EXCEPTION WHEN OTHERS. Mars measured the damage: 4 of 10 archive trigger functions wrapped a helper call in EXCEPTION WHEN OTHERS THEN v_reason := NULL, so a permission-denied on fn_normalize_archive_reason was caught exactly as a malformed input string would be - the archive INSERT proceeded with archiveReason NULL and the writer saw success. Four tables wrote UNATTRIBUTED AUDIT ROWS while the six behaving correctly aborted loudly. The unrecoverable part: once swallowed, the damage cannot be classified after the fact - a swallowed privilege denial, a missing setArchiveContext call and a rejected reason string all land NULL with no other trace, and dbSessionUser does not separate them because it records session_user not current_user, so any SET ROLE path is invisible. SCOPE: enumerate every terra function and trigger containing WHEN OTHERS, classify each as narrow-case-justified or over-broad, and for each over-broad one state what it can silently swallow. Read-only enumeration first; no fix without coder-terra-cc as PM ruling on the list. Do NOT produce a count of already-affected rows - a number implies a discriminator exists and none does; the missing discriminator is itself the finding.

Source enumeration (db/migrations/applied/, 61 files, REPLAY-ORDER.md order): 0 persistent terra function/trigger contains EXCEPTION WHEN OTHERS. Sole corpus hit: terra_27's one-time DO-block probe (already executed, self-rolling-back, RAISE EXCEPTION 'terra_27 PROBE OK' then WHEN OTHERS re-RAISEs anything not matching that sentinel SQLERRM) - narrow-case-justified control flow, not a persistent object. NOT YET CONFIRMED: live pg_proc/pg_trigger (source vs. live can diverge - ALTER FUNCTION statements are invisible to a CREATE-statement grep, see TERRA-220 finding), and any enamel-authored function/trigger bound onto terra* tables outside terra's own migration set. Blocked on DB role for both.

UNBLOCKED 2026-09-11: db-enamel-cc minted db03_terra_cc_ro on eprpywqwzsvrjeaforei, DSN sent by DM - same shape as audit-terra-cc's role, 27 base tables, zero views granted, users and pacientes return false on has_table_privilege. The read access this row waited on now exists. Start the sweep. Note the deliberate limit so the coverage statement is honest: NO VIEWS are granted, because a view runs as its owner and would return pacientes and users rows through the back door - so if a WHEN OTHERS handler lives inside a view definition rather than a function, this role cannot see it and that gap belongs in the result, not in a footnote. The fleet position is already ratified and is not up for re-argument in this row: catch the narrow exception, never WHEN OTHERS. The reference shape is wake_email_drain_on_enqueue - fail-open but NOT silent. What this sweep produces is the enumeration plus, per function, the sentence naming what that handler can silently swallow - a permission denial and a malformed input must not be reportable as the same outcome.

LIVE CONFIRMED via db03_terra_cc_ro (eprpywqwzsvrjeaforei, minted by db-enamel-cc). Universe: 38 functions = source-derived terra name list UNION functions trigger-bound to any terra* table (join caught 2 the name-list grep missed: fn_terraRequireIntraComplicacionAnswer, fn_terraRequirePracticaZona - both zero WHEN OTHERS). Result: 0 of 38 contain EXCEPTION WHEN OTHERS. Independent full-public-schema sweep (no terra filter at all): exactly ONE function in the whole schema has WHEN OTHERS - fn_forbidAppEventsMutation (enamel-owned, guards appEvents, fires on every writer including terra's). Read its body: the handler wraps only a single uuid cast (bypass-actor GUC -> ::uuid) and falls back to NULL on failure; it does not touch the append-only guard's own control flow or swallow the P0001 that guard raises. Narrow-case-justified, not over-broad, and out of terra's remediation scope (enamel-owned) but named here since terra writes pass through it. VERDICT: zero over-broad WHEN OTHERS handlers in terra's function/trigger surface, live-confirmed. Coverage: public schema only; every terra*-bound trigger function; the 35-name source list from db/migrations/applied/. NOT exercised: any schema other than public (none expected - not checked), any dynamic/EXECUTE-built exception handling (prosrc regex only catches literal text).
