Force-red-test PLUTO-714's notify_failure() content-check alert path

evolutiva-restore-drill@pluto's notify_failure() content-check-failure alert path has 0 real fail rows ever and has never been exercised (per standing rule: an alert that has not fired is a green line, not a verified control). Only the dead-drill OnFailure= path is proven to fire. Force a content-check failure (e.g. a deliberately corrupted/stale restore target in a controlled run) and confirm notify_failure() actually fires end to end, then revert.

Force-red test executed by bin-whey-cc: real content-check failure confirmed end-to-end (pg_restore rc=1 -> 0-base-tables check -> fail() -> notify_failure() -> journalctl FAIL line + real email delivered, smtpstatus=250 OK 19:06:48). OnFailure= dead-drill path also fired correctly as no-op. Test artifacts reverted, script byte-identical post-test. Alert path is now a verified control, not a green line.
