sendTeacherReportByEmail sent-count overstates after egress filter

Found by audit-general-ca during PLUTO-674 re-review (a455d75), residual/non-blocking. export-actions.ts:621 sendTeacherReportByEmail returns {success:true, sent: recipients.length} - the pre-filter count, not how many bcc recipients actually survived PLUTO-674's egress deliverability filter in deliverResolvedEmail. If recipients.length is presented to a caller/UI as a delivery count, it overstates it whenever any recipient is non-deliverable. Needs the chokepoint (or sendReportEmail) to surface the actually-sent count back to this caller.

Fixed: sendReportEmail returns sentCount (egress-filtered bcc count); sendTeacherReportByEmail uses it instead of recipients.length. audit-general-ca PASS:a27f6bd (Class-A, 4/4 focused tests independently run). Follow-up df2e0c0 corrected comment wording per audit's residual note (sentCount = submitted-to-SMTP, not a delivery receipt). 1021/1021 tests.
