No test script in package.json; vitest unresolvable via pnpm exec

package.json has no 'test' script and vitest is not a local dependency, so 'pnpm exec vitest' cannot resolve it. audit-pluto-ca could not run coder's tests during PLUTO-692 review and had to be handed an npx incantation manually. Every test file in the repo is un-runnable by the documented/expected route unless the runner already knows the workaround. Surfaced by coder-pluto-cc, 2026-08-11.
