Applog burst-dedup: duplicate event ID replay within 60s synthesizes x2 burst
Cross-lane defect found by audit-venus-ca during VENUS-318 design review, live TODAY on shared venus/scripts/applog-listen.ts (which pluto's applog-listen@.service also runs). Replaying one stale burst event twice inside the 60s dedup window increments the burst counter twice, synthesizing a false x2-burst page. Root cause: duplicate event IDs are not deduped before incrementing the counter. Independent of the VENUS-318 cursor-advance fix (that one is page-LOSS risk; this one is false-page risk) — per pmmaster ruling, fixed separately, narrow scope (dedupe by event ID before incrementing), can land first. Track here for pluto visibility; owning fix/PR is venus-side (coder-venus-cc/pm-venus-cc), pluto's coder lane reviews the diff before push same as VENUS-318 (shared script, same WorkingDirectory pin).

VENUS-319 reverted to live-but-inferred (mars/ayudarg rows attributed to enqueueDirect() route-dedup throttle, not burstMap — open scope question whether 319's fix must cover both clocks). coder-pluto-cc's standing diff-review instruction holds; no pluto-side action beyond that pending coder-mars-cc's 13-row reconstruction.
