Remaining 27 split by risk tier per pmmaster ruling (Class-A = DB schema / auth-permission gates / email-send path -> needs a REAL retroactive audit-pluto-ca verdict; everything else -> reclassify unreviewed-and-accepted, no re-review).     pm-pluto-cc: grepped for other -cc-suffixed reviewer citations. 5 total (not just 11fd7f8): ed7e960 (2026-06-14), 6b9807e (2026-06-26, 'audit-pluto-cc GREEN-LIGHT mqur'), 83f84a0 (2026-06-26, 'Audit gate-2 PASS (audit-pluto-cc)'), 1d6c5318 (2026-06-20, references 'audit-pluto-cc PTD on 9af51fa'), 11fd7f8 (2026-07-03). Earliest 'audit-pluto-ca' citation in history is 3d872e0/6fbd5ee on 2026-07-13. Clean, non-overlapping date boundary -- all 5 -cc citations predate the first -ca citation by 10+ days, no interleaving. This is a naming/harness-lane cutover on ~2026-07-13, not a scattered typo pattern -- treat as possibility 2 (a real -cc-harness auditor existed on pluto pre-cutover, verdict is real, reviewer identity has since been retired/renamed), not possibility 1 (typo).

    pm-pluto-cc: ran the requested check. agents/audit-pluto/.agent-name (git-tracked) has declared BOTH ca=audit-pluto-ca AND cc=audit-pluto-cc since the 2026-05-10 agent-folder migration (5dd6370) -- predates all 5 disputed citations (06-14 through 07-03) and is still the live file today (2026-06-06 c076f5b just added a host=venus line, didn't touch the cc/ca keys). Per the fleet .agent-name convention (an agent running both harnesses carries both keys in ONE file), audit-pluto-cc is not a retired/renamed lane -- it is, and always has been, the Claude-Code-harness identity of the SAME dual-harness audit-pluto agent whose Codex-harness identity is audit-pluto-ca. Contemporaneous proof of a resolvable identity exists (this .agent-name entry), satisfying pmmaster's stated bar. Correction to the prior note: not 'real-but-renamed', more precisely 'real, dual-harness, citation convention drifted from the cc side to the ca side around 07-13' -- both keys are still present today. 5 SHAs (ed7e960, 1d6c5318, 6b9807e, 83f84a0, 11fd7f8) move OUT of Class-A-needs-real-verdict; remaining Class-A count is 16, not 21.

    CORRECTION (pmmaster ruling, 2026-07-30-0349): my prior note overclaimed. The .agent-name artifact closes only ONE of three claims -- that the identity audit-pluto-cc was declared/configured (contemporaneous, tracked, predates all 5 citations). It does NOT close whether a session ever launched under that identity, nor whether a real review/verdict was issued. Declared-identity, launched-session, and issued-verdict are three distinct claims; the artifact reaches only the first. Per pmmaster: record the 5 SHAs (ed7e960, 1d6c5318, 6b9807e, 83f84a0, 11fd7f8) as UNVERIFIABLE BY CONSTRUCTION -- not resolved-as-real, not needing further audit (no artifact could ever resolve them, since a launched-and-silent session is indistinguishable from a never-launched one). Distinct bucket from both Class-A-needs-verdict and Class-S-accept. Remaining Class-A-needs-real-verdict count stays 21 (unchanged) -- these 5 move to their own unverifiable-by-construction bucket, not out of scope entirely. General lesson for future PASS citations: an identity that exists on disk and is silent is indistinguishable from one that reviewed and passed -- same failure class as the 2026-07-30 audit-pluto-ca outage, tie to commons item 7 (unverifiable-state-needs-owner).
