googleSub UNIQUE partial index (post-EVO-74-dedup)

Add UNIQUE partial index on users.googleSub (WHERE deletedAt IS NULL AND googleSub IS NOT NULL) to protect the cross-app person anchor from dups. DEFERRED/BLOCKED: a unique index fails now on existing duplicate rows — depends on EVO-74 dedup completing first. googleSub column itself is added nullable-additive in migration 083 (PLUTO-617). Unblock when EVO-74 dedup has cleared googleSub collisions.

The deferral rationale was a venus-specific fact wrongly generalized fleet-wide. No separate post-dedup WI needed for pluto.
