Adopt fleet no-silent-failure lint (scripts/lint-no-silent-failure.mjs) — net-new for Pluto, not a re-vendor

EVO-53 fleet lint fix (owned by coder-mars-cc, MARS-408 primitive) revealed Pluto never vendored the shared no-silent-failure lint script at all (absent, unreferenced in .gitpush-pre.sh/package.json) — Mars/Venus assumed diff-parity vendoring that never happened here. Scope: vendor scripts/lint-no-silent-failure.mjs + Mars's corrected regression fixtures (SHA e3d09b3, fixed matchBrace bug), wire into .gitpush-pre.sh, run for the true silent-failure guard count, retrofit newly-visible broken-guard sites. Mars needs Pluto's true count to close the fleet-wide EVO-53 total — this is on the critical path for a sibling project, treat as active dispatched work (already implicitly sanctioned via the current Elazar go-round), not new backlog.

Adopted fleet no-silent-failure lint from canonical SHA 31c6020, wired into .gitpush-pre.sh --strict. SHA 8899de4/v2.16.5, live, Class-S self-verify PTD PASS. True count 18 (was falsely 100 on byte-for-byte Mars tokens before Pluto-specific token adaptation: withActionResult/logCaughtError/sonner toast.error). Fixed 2 real defects: markSecurityAlertResolved unwrapped mutation, exportEstadisticasGeneralesLegacy guard-outside-try. 16 intentional swallows annotated nsf-allow. Lint clean=0. Fixture *.test.ts inert pending a Pluto test runner (no vitest) - separate follow-up if wanted.
