Cross-app invariant flagged by audit-mars-ca on PLUTO-563: ON CONFLICT row-idempotency doesn't make sendAdminEmail's post-commit direct-send idempotent (crash between commit and send loses/dupes). Mars has this via emailOutbox+enqueueEmailTx+pg_cron (MARS-76); Pluto sends direct, no outbox. Decided (PM, 2026-07-15): accept bounded post-commit window for PLUTO-563's low-stakes admin notify path now, build this properly as decoupled infra - not gating 563. Backlog per token-conservation priority (user-facing first).

Superseded — coder-pluto-cc corrected the premise: Pluto already has the MARS-76 transactional outbox (email-outbox.ts, PLUTO-11 port). Real gap was narrower (in-txn enqueue variant for support notify) and folded directly into PLUTO-563 scope instead of a separate infra build.
