Create vUserFrictionEvents (fleet canonical dup of vFriction7d)

Fleet DDL override (bs-mrlmdbdi7uy, Elazar direct CLI override 2026-07-15): create vUserFrictionEvents as the new fleet-canonical view name, duplicating vFriction7d's existing body (7d window, toast-tier + specific auth/authz/system/navigation actions). This is the create-step that unblocks PLUTO-554 (migrate call-sites off vFriction7d + drop old view after the dup ships) -- was only described inline in PLUTO-554's blockedReason, never tracked as its own WI. Class-A DDL: standard pre-apply audit-pluto-ca review required before apply, regardless of urgency.
