Ver como: add per-row action in usuarios list (Elazar spec)

Elazar can't find Ver como (view-as) -- it exists (PLUTO-84/149/WI181) but the only entry point is a button buried on /admin/usuarios/[id], no sidebar/global picker. SPEC OVERRIDE from Elazar directly (2026-07-15): NOT a global picker -- add a per-row 'Ver como' action in the /admin/usuarios list, reusing existing startViewAs. Class-S: reuses existing manageUsers-gated server action, no new auth surface. (Refiled from canceled PLUTO-547 -- that ref collided with git-log commit c4d233c's 'PLUTO-547: fleet error-logging contract' citation, which was never actually filed in bwi.)

Per-row 'Ver como' action added to /admin/usuarios (real tab), gated on manageUsers, hidden on admin's own row, reuses existing startViewAs/ViewAsButton -- matches mars/venus pattern per Elazar's direct spec. SHA 1c53b7b, v2.12.11, deploy READY, live version-match confirmed. Class-S self-verified, no audit needed.
