Ver como: add global user-picker launcher (discoverability fix)

Elazar can't find Ver como (view-as) — it exists (PLUTO-84/149/WI181) but the only entry point is a button buried on /admin/usuarios/[id], no sidebar/global picker. Add a global admin user-picker (search by name/email) that launches startViewAs, reachable from sidebar/header. Class-S: reuses existing hardened server action (startViewAs already re-gates on manageUsers server-side), no new auth surface.

Ref collision: PLUTO-547 already cited in git log (commit c4d233c, fleet error-logging contract) but was never actually filed in bwi -- refiling this Ver-como WI under a clean number to avoid git-log/bwi ambiguity
